Simply by way of anecdote...In Illinois, if you elect to pay cash for tolls, they'll charge you twice what you would get charged if you went through the PlatePass (called I-Pass in Illinois) lanes.
Also, in Hertz cars, the PlatePasses all come in a Faraday Cage box that you can slide open or closed. If the box is closed, then the PlatePass will not work, and you can pay cash. If the box is open, then the PlatePass should work, and the charge will go to your Hertz rental account.
Note that PlatePass charges show up separately from the Hertz charge on your credit card bill, and they don't show up until a few weeks later.
