There is no guarantee that if you have AA F you will be able to change to JL/CX F without paying the new rates after 3/22. According to what Gary posted on his blog a few weeks ago, one could interpret that airline changes will in fact trigger a reprice, although it is not entirely clear.

If it were me, I would try to lock in something on JL/CX now, even if the date is not ideal, since it seems pretty certain that date changes will not cause a reprice. For example, there are a few J seats on JL61 LAX-NRT on 7/11/16, and a few on JL1 SFO-HND on 7/12 and 7/13. I would lock those in and hope that F opens up before 3/22, but even if it doesn't, JL J is great and you save the 25k miles. Then you could change your date of travel as things hopefully open up in the weeks/days before your trip.
