I very much doubt a family with small children, with a completely empty plane, would choose to store their bags 15 rows away from their seats. The whole point of the early boarding is to give them an advantage others don't get, and if you have kids you want your bags nearby so you can get toys, food, diapers, change of clothes, etc.
