DCA and IAD: the bars don't open until 6 am, and there is no self-service due to a change in the Virginia ABC regulations about 8 years ago or so (remember the speakeasy-style Delta club in the old DCA north terminal, where the booze was laid out on the table and was all you could drink).
Old post here but just to reply on it... UA's GFL at IAD has always had self pour liquor and still does. So this wouldn't seem to be a regulatory issue.
