I second the comments above on Prague, Taipei and Kuala Lumpur, with two additional comments:
1) Taipei has one of the top museums in the world -- I think it's called the National Museum -- with a stunning collection of Chinese art and artifacts. (Basically, when the nationalist Chinese saw they were losing the mainland to the communists, they packed up everything and took it to Taiwan.) The museum is truly spectacular, and the items in the collection are almost never taken on tour outside of Taipei.
2) Taipei and KL both have fantastic food, at all price levels -- much better than Prague, IMO. (Though admittedly, the beer is better in Prague...)
