I 100% think hertz are lying bstds about that.
The toll is between you and the toll authority or the company that you are creating the account with. I see now way for Hertz to have some 'special rule' that they apply- and that they fail to disclose on their website!
The toll website even specifically asks about 'is it a rental'
Finally I read the entire terms and conditions from roamexpress and nothing stated.
I would simply ignore hertz, and I will be doing that in March.
