I haven't experienced this myself, but my interpretation is that you get access all along the way, especially if it's all on the same PNR/ticket.

For SC purposes, Canada is treated like any other true int'l destination. If you were doing something like MCI-DTW-JFK-FCO in F/J, you'd have access at both DTW and JFK (and OMA except that there's no club there).
