The bigger issue is that sterile transfer is less useful in geographically large countries since it helps people making I-I transfers, but hurts those making D-I transfers. In a large country, the second group is much larger than the first. In a small country the second group is rare; taken to the extreme (SG, HK, for example), the second group doesn't exist.
