Low fuel is not a priority to land first in VHHH.

If a pilot want to land first due insufficient fuel, he should declare "MAYDAY FUEL"
It is also believed that even under "MAYDAY FUEL", HKATC may let you land first, but may also divert you to elsewhere (if you can't wait longer)
