The meter has two indicators near the top. The one on the left is for stop time, and displays hh.mm. One of the well known scams is to "adjust" the meter so that this clock runs (and charges for the time) throughout the journey, stopped or not.

I'm not sure. I didn't get the impression that it's enforced. But if you go to the taxi stand in the hospital driveway, the hospital staff gets you a Grab Taxi. No other taxis seem to pull up there.
