I can recall being on some aircraft where they did indeed lock out the seat adjustment...just can't recall if that was an ANA or United flight. ..

But anyway, yes, even if you can physically recline immediately, it's basically ignoring the crew's instructions so maybe a bit frowned upon... although I've never seen anyone called out for doing it.
