I find that CP is the best of the IHG properties for upgrades after IC. They tend to recognise RA pretty well but there are a few bad eggs that give poor upgrades (the only one I would call out from personal knowledge is the CP LHR, the CP MAN can also be a little flaky).

I had the Royal Suite at the CP Battersea as an upgrade from a club room.
