wsboth - it is not uncommon for a wild animal in the UK to have rabies. They can be smuggled, or have stowed on ships etc. A couple of years ago we had a rabid bat that flew across the channel. In the 60's there was a rabid fox that led to the killing of just about every animal in sight in somer parts of the country.
Moreover, the (legally imported) animals under this scheme have an individual microchip implanted under their skin for identification - and must be checked by a certified vet within 48 hours of arrival. They are also subject to inspection by a vet on arrival. This just gives people a legal opportunity to transport their pets around - rather than what many currently do. i.e. hiding their pet in the car boot/under the seat, etc.
Anyway, rabies is loose in much of continental Europe and N. America - I don't see vast numbers of people foaming at the mouth in those countries...
