SIlver is indeed a very low level in terms of perks and flights needed to qualify. Gold is the level when perks really kicks in.
A majority of Gold qualify on 30 segments. If you are based in Amsterdam, it indeed means flying more than once a month (or accumulating some trips with four segments). It is enough to fly direct 15 times a year to get gold. If you do fly once or twice a month, you would qualify, or just need an extra flight.
The issue for AFKL is incentive and cost. Each perk has a cost. The cost of skypriority must not be negligible. And now you have an incentive to earn a couple of extra qualifying flights.
Whether it is fair or unfair to provide so few perks to Silver is a moral judgment which I will not make.
