In California, both drivers and vehicles are required to have liability coverage:

Credit card car rental coverage typically covers collision and very rarely covers liability. As you can see from the DMV site, in CA *every* driver is required to have liability insurance.
As for Payless, I've always been asked by them (at ANC, RNO, SFO) who my insurance carrier is. No proof needed, just asked. If they hassled me for proof, then I wouldn't rent from them, just as I stopped renting from Dollar when they started up their fingerprint requirement (since dropped).
