The Payless franchise in Tampa is CRIMINAL. I once spent an hour fighting with them before I took their shuttle back to the terminal and rented from Alamo, who matched their rate.

I had rented the car through my travel agent with my Diners Club card, which offers primary insurance (at the time, I didn't own a car). Payless refused to honor the DC insurance policy, even though they still accepted the DC card. I had a Diners' rep on the phone explaining the insurance to them, plus they faxed over their policy.

Payless wouldn't budge.

While I was complaining, I saw numerous other victims willingly fork over additional insurance because the desk agent forced them to.

I sent a letter to Diners Club telling them that they should cease doing business with a company that refuses to honor their policies, but I never heard anything back.

Lesson: Don't rent from Payless, and tell your friends!
