Was this for liability insurance, or collision?
Years ago at Budget, a buddy and I were renting a car locally for a vacation trip. I drove him down to pick up the car, and they wouldn't rent to him without his insurance card. Finally, I asked if they could just switch the rental into my name, since my insurance card was right outside, in my car. Sure, no problem.
So I gave them my credit card & license to start the paperwork and headed out to my car to get my insurance card. "Wait", they said, "we don't need to see yours". Huh? "You're using a gold visa card, that provides the insurance".
So in my case, it wasn't the legally-required-by-the-state liability that they needed, it was the protect-our-car collision.
