Use GUCs at the gate a couple of times. I know in SYD, there was three of us that decided to apply a GUC while at check in counter. If you mean can it be applied to a KLM flight DoD. I'm not sure, but as long as inventory opens I would think DL would be able to apply it. Not sure if KLM agents can do it, or if you'd have to call DL. Regardless theres no waitlists for non-DL flights, thus it would require inventory at the time you call, even for DoD.
