The green light is not indicative of working power. I've been on 4 flights in January where the green light was on and there was no power. The blue light towards the bottom of the aisle seat (on gthe aislt side) indicates whether power is going to that row of seats. The outlet could still have switched off due to overload.

If there's IFE, the USB port provides some power to charge a phone, but the phone may continue to discharge unless powered off.
