verizon and at&t are best in coverage/rural...

I'd pick one for the primary phone (looking at the coverage info from sites like http://www.pcmag.com/Fastest-Mobile-Networks/ ), and get a wifi-calling-capable phone

and a (prepaid?) hotspot from the other network... that way, if primary phone has no signal but hotspot still has signal, you still can get wifi calling

that's when price is no issue
