Ports on planes have limited power available. If the wattage rating is exceeded it will shut down.
I can't charge and use an iPad with the USB port as it shuts down. I can charge it if it is powered off. AC port will allow charge of a Surface but not charging while using, it shuts off.
I can charge and use an iPad with the AC adapter.
