The DS-11 applications, filed at a post office, get transmitted to the Passport Office by some method [most likely EXPRESS MAIL, though maybe FEDEX]; so if one brings a completed DS-82 [in a sealed envelope], would/could that item gain transmission time, if the PO combines it with the other pps?
