Yes, all airlines have the capability in issuing you an ETA - even at the airport at time of check in, for a fee of course. But you must hold a passport from a country that permits an ETA. All others must apply for a visa in advance at the Australian Consulate.
And on that note for the OP it's worth noting that an ETA is an ETA and a visa is a visa - they are two separate, distinct immigration documents and there's no such thing as an "ETA visa".
