If you are talking specifically about Priceline rates, then I'm pretty sure you are not supposed to get frequent guest perks like upgrades or whatever.. IIRC, that's part of the terms of getting the Priceline rate..

But unless the rate specifically excludes special perks (like Priceline), then the rate should not matter in what service you get.. You *may* get less desireable rooms, but there should be no issues with using any of the hotel services.
