With any rate, one should expect (ie demand) safe, clean and quiet, reasonable heat in the winter and a/c in the summer. IMHO the crappier rooms should be not be given to the regular reservation system but given to the "opaque" reservations but only if the hotel nears capacity. I guess I expect usually less when using Priceline or Hotwire as I usually pay far less.
