I can somehow confirm that Air China is no longer bookable.
I got the following reply from lifemiles, when i had problem to book HND-PEK-SIN (HND-PEK with Air China, PEK-SIN with Singapore Air) - and sent an printscreen of the booking and the error message:

Dear ,

It is a pleasure to greet you.

In regard to your case, we would like to confirm you that ticket redemption agreements between LifeMiles and Air China have been disabled, reason why we recommend you to search for alternate airlines, routes and dates when searching at www.LifeMiles.com; we remind you that Air China reserves the right to change the routes and/or flights available for ticket redemption without prior notice.
