I have had zero success in getting an upgrade at either the Sofitel or Novotel in Luxembourg. I have asked if there was an upgrade due to my status and they told me there wasn't any rooms available. Does anyone actually know why a room is available to pay for the upgrade but not available to a member with status?
There is no reason. The hotel simply didn't want to provide a free benefit you were normally entitled to. Unacceptable and way too frequent. I experienced this again yesterday evening at Sofitel Warsaw (but I will report the whole story here later). You need to show them a dummy booking showing that the upper room category is available. But sometimes, even seeing this they continue to tell you that they have no room available.
