the hotel program is just an add on to your ticket, it does not supersede the fare rule. (think of it as a bonus freebie if you are eligible, it's more like an overnight hotel transit program or long layover hostel transit program) . It is nearly impossible to have a layover over 24 hours at YYZ, YUL or YVR if you book round trip or one way while transiting in one of those cities, so if you are eligible for the hotel transit program, you are most likely transiting that city for less than 24 hours.

So at the end of the day, you have to pay more to have a real stopover in YVR. no way around it.
