Cheapest and quickest are not the same.

Assuming this is from the airport, I've found a taxi to be the quickest. I haven't ever opted for the cheapest there so I'll let someone else answer.

There is a train/metro from the airport but I recall it's a long ride, and I'm not sure how close it gets you to your destination.
