The nearest SPG property to the Dubai Mall is probably the Four Points SZR but the St. Regis and forthcoming Westin and W are also not far. But you will have to take a taxi or the Metro to the Dubai Mall from any of the SPG properties.
So, it is up to you -- the Sheraton MoE has the advantage of being attached to the Mall of the Emirates, which is not as big as the Dubai Mall but is still plenty big on its own (it was the "premier" mall in Dubai before the Dubai Mall opened and has the famous indoor ski slope), so you would have access to that without having to go outside, and then could take a taxi to the Dubai Mall. If you wanted to, you could also take the Metro from MoE to the Dubai Mall without going outside, though the walkways between the Metro station and the malls are a bit of a hike, especially at the Dubai Mall. At any of the other properties you'd have to take a taxi to the Dubai Mall and also to the MoE, if you chose to go to the MoE.
