I think this is pretty standard with most airlines, reimbursement of essentials if the bag is delayed on the outbound flight and nothing if delayed on the return. (I think the expectation is that you will have items at home...missing clothing on the outbound has a more significant impact than on the way back)
Your travel insurance may have similar clause but you would need to check your policy
