That's a lot of dong! I was there last year and I believe the limit is 2,000,000 Dong per transaction. How long is your trip? My BF and I were there for a month and we each spent about $450US in cash for the whole trip (food and transportation). All other transactions were done with credit card. IMHO I wouldn't want to carry around so much cash so I'd accept the fee as just part of my overall budget.
