Have you been to Campo San Lorenzo? That tends to be where all the feral cats are in Venice.

And yes, pretty much throughout Italy volunteers are working hard to get feral cats spayed/neutered. Some are also put in shelters and adopted out.

Incidentally, it's illegal to kill a healthy cat or dog in Italy, so those put in shelters do not end up euthanized.
