I'm not sure if it is strictly 15, but I have been on two flights recently where the FAs insisted that the parents could not stay in the exit row when the kids were moved.

I saw another at the gate during boarding, family of 3, the kid could have passed for 15, the agent asked the kid how old he was, he hesitated and looked to his parents for guidance. Father said 15, agent said sorry, don't think so. They were all reseated out of the exit row, even though the parents just wanted the kid moved.
