Availabilty is presented on various criterias, such location or distribution system as you found out. But also seats may become available based on the routing you request and even travel classes.
Surprising though is that calling Swiss did not help.

after all, any airline does revenue management and it makes a difference if you want to buy a Z class ticket in US, Switzerland or somewhere else. For a customer, this is almost impossible to see through.
