I am uncertain, but according to Wikipedia biometric ID cards can't be used at the British e-gates, and I suspect that passport cards are equivalent to an ID card. However given that the rest of Europe subscribes to ID cards (and most EU citizens travel in the EU with ID cards and not passports), I'd be surprised if the e-Gates outside of the UK didn't take them.
