I recall we dialog'd at that time, as we both signed up through RFD for $70 cashback, and the promo at that time (end of 2014/start of 2015) did require $1000 spending in 3 months, but did not require a 3 month forced waiting period to get the extra 10K, it came right away on the next statement after surpassing $1000 spending. The promo at that time was NOT the same as in Aug 2015 (see my prior post above, no $1K spending requirement).
