The cover nothing. They are simply a mechanism to defraud travelers (and perhaps travel agents and/or corporate contract holders). They should be formally outlawed, with attorneys general aggressively pursuing hotels who attempt to impose them.

Don't seek to apply logic to them or say they're for towels or water or whatnot. They are a scam, plain and simple.
