I have never found a place where the staff sees a penny or other local currency of that service charge or other fees.

The unfortunate thing is that many people assume it's in lieu of a tip and either don't tip or leave less than they otherwise would.

If you are concerned, it's a fair question for a senior manager at the property. Ask it as an open-ended question, e.g., "what does this cover?"
