As you said, it varies. Often I have found things like towel service or local phone calls,nin-room safe, and so on. If I dont need the "stuff" (I rarely do), I ask for it to be removed.
To me, tips are completly separate and I still tip (usually just abouthe same amounts I otherwise would have). You already know the reasons.

I honestly try to avoid hotels/resorts with such fees to avoid the struggle I imagine you're dealing with.
