Are the upgrades to Premium Economy based on your fare code, or are you routinely offered them? Can you buy up to Premium Economy at check in?

I do NOT want to spend 14 hours in the awful config, but I would also prefer to get home at 9 AM instead of 3:30 PM after two weeks away from my kids. I'm trying to balance out the possibility of moving into Premium Economy if NH002 ends up being the awful 3-4-3 config with the shell seats vs just waiting it out and taking the UA 777 in E+ 6 hours later.

My tickets are bought in B through a travel agent. On ANA's website a Y fare gets you booked in Premium Economy. Would a B fare do the same? Or could I upfare to a Y at check in?

TIA for any info you can share.
