Is the PQD simply set at unrealistic figures for the pqms?

Two other points for reference
The breakeven point for RDMs is approx 18 cpm ticket prices.
From the 2015 results for UA, {Consoldiated} Average yield per revenue passenger mile (cents) was 15.7 cpm
For mainline it was 14.3 cpm and for regional it was 25.8 cpm
From the 2015 results for UA, {Consoldiated} Cost per available seat mile (CASM) was 13.8 cpm
For mainline it was 12.4 cpm
These are flight miles and if you use PQD and normally flight P, Z fares, divide the number by 1.5 to get the PQM based ratios. (the new 200% for Z,P will lower the number even more)

So about 16 cpm (actual mileage)
