I think destination mix has a lot to do with it. Looking at the flights for 2016 that I've already booked - and these are generally lowest-fare-class-available, advance-purchase bookings - I'm only getting 8 to 12 PQcpm on flights from ORD to the West Coast, but I'm getting mid-teens to mid-twenties on short-leg flights within the Midwest.
