PQDs are presumably set at a level where UA feels they will on aggregate be profitable or at worst break even customers. E.g. 12cpm.
Yes, that means those of us who fly a lot of nonpeak, advance purchase fares will fly a lot more miles to get the necessary PQDs. Heck, I have been flying primarily paid F--but discount paid F--and am barely making 12cpm.
