You are right it is a two way street and from my experience DUB lacks when it comes to their side. Many times I arrive into DUB and lines are long snaking around and certainly takes a lot more than 2-3 mins. One evening a few weeks back it was nearer to 15 minutes.
It was pretty bad on Sunday evening - AND my EI flight arrived into T! so we had that extra walk over as well.
