Sadly when T2 was built and it is not that old the Irish never thought about CTA when they could have easily put options into the plans to allow it. Just like T5 have adapted their arrangements at a lot of expense for the DUB flights. It does seem to be a one way agreement and I cant understand why it is not brought up by the UK government more often.
