The real question is why there are so few staff on duty, plus the layout of the booths hides the officer in the rear position
Would be easy to allow all CTA back into T1 or T2 and install some form of one way door system used elsewhere to dump them in the baggage hall
I agree with the low staff levels and the bus transfers in LGW but surely the UK arrivals must be up to 50% of DUB total arrivals ?
It cant be that difficult to allocate a series of gates with a funnel to the baggage hall.
