There's a few of us who rent from that location, including myself.
If you do a search in the
upgrade thread, you'll see that it is possible to get an upgrade here. I am very careful to ask what kind of car they are assigning me and remind them of the President's Circle upgrade policy, if needed. I also try and get to know the staff there so they remember me.
Just FYI, Enterprise recently moved into the Candlewood Suites a few blocks away and I've always had good upgrade results from that chain.

I'd strongly suggest you get your own EZ-Pass; I do (even though I don't own a car) and just bring it with me whenever I rent.
