The "2nd guest stays free" benefit is for ALL LEVELS of HHonors, even newly enrolled members at the lowest tier. Booking both rooms under your name adds a new wrinkle, but if even one of the guests staying in the other room is an HHonors member, you have a fairly good base to claim it.
