Actually, no. The only reason you're seeing that is because what UA is displaying to you is a broken fare. The segments aren't "married". Note the two different coach (and even first) booking codes on those segments. That's why "R" is 0 on the first flight but "4" on the second because the flights are broken out. This is normal when broken out. However, if UA returned you married segments then "R" would equal zero and display that for both flights. Of course you can still apply an RPU/GPU to them after you ticket and the second leg would upgrade.
